Vernon Chinn served Pratt County for 16 years as the Sheriff and also served for a season after that as a special investigator for the KS State Attorney General. Well-versed on the U.S. Constitution and Law Enforcement duties and restrictions, he will help you understand some of the legal reasons why law-enforcement may not be able to do what you need.
